From your experience, is it more effective to implement open contracting on a smaller more local level or on a bigger national level? Why do you think that is?
I think it depends on various things:
1) Where a champion can more more easily be found and accessed. In my opinion, ‘local’ champions are more accessible than national or global ones.
2) Projects (usually) starts small and then grow. From my experience, it’s far easier to build clout at a smaller, more local level than nationally.
3) There are often fewer obstacles to overcome at the local level. People with hidden agendas and big egos exist everywhere but you’ll likely encounter fewer of them at the local level.
